Tom Davis, Principal and President of 4D, started his right of way career at Consumers Energy in 1976 after spending 4 years on the drafting board and mapping department within Consumers. Tom started as a field agent working mainly in the northern part of Lower Michigan acquiring pipeline easements for the large Niagaran gas well play that was prevalent in Michigan. Over the next several years Tom worked on electric and gas projects across the lower peninsula of Michigan.
In 1990, the General Services Real Estate at Consumers Energy was created and as the new Acquisition Supervisor it was Tom's responsibility to staff the acquisition department. This entailed the competitive bidding of the field services companies to provide contract field representatives and office clerical positions. He was responsible for interviewing and hiring decisions of all contract employees; overtime he developed and utilized performance indicators in managing the staff and making further hiring decisions. Utilizing According Management, he was able to keep the contract field representatives at a correct level to meet project demands while minimizing budget requirements.
During his tenure as Acquisition Supervisor, he managed hundreds of miles of pipeline acquisition and maintenance activities throughout Michigan. In 2000, Tom was called upon by Consumers' holding company CMS to manage their 142 mile Guardian Pipeline in Illinois and Wisconsin. Tom's experience also spanned to include gas distribution pipelines, city gate stations, generating plants, underground storage, substations and permitting. He oversaw the 800-Megahertz Radio Project consisting of sixty-seven tower sites across the State of Michigan that would enable Consumers to replace its 1950 vintage communications system with current technology.
Extending his career internationally, Tom consulted CMS on projects in South America and, in 1998, assigned the task of due-diligence for the Buyral Electric Distribution Company located in Bursa and Yalova Turkey. During his stay in Turkey, Tom visited and documented all physical and motorized assets of the company along with assessing the Staff that was in place at the time.
Following his retirement from Consumers, Tom worked in various capacities on a number right of way projects throughout the country. In 2006, Tom was sought after to manage the Guardian II pipeline which extended the Guardian pipeline to Green Bay, Wisconsin. GII, as it became known, initiated what has become a string of successful 4D projects on behalf of ONEOK and New Frontier.
Tom attended Jackson Business University and Jackson Community College with a focus on accounting. Tom has completed many International Right of Way Association and Consumers Energy training and held a Michigan real estate salesperson license.
Tim Davis, Principal, and VP of 4D, began his right of way career as an independent contractor providing services to Consumers Energy and We Energies; primarily supporting natural gas projects. In 2003, he joined the Project Field Services Department of an electrical engineering firm, Commonwealth Associates, Inc. There, his experience broadened to include electric facilities, airports, roads, water lines, and similar municipal infrastructure projects while gaining a full working knowledge of the URA.
In a short time, Tim advanced to lead the right-of-way group with the responsibility to manage personnel, projects, clients and business development/marketing for the right of way section. Based on the success of the group an independent, Land & Right of Way Services Department was created with Tim as the director, reporting directly to the President. Under Tim's leadership, the right of way group was recognized by the International Right of Way Association (IRWA) as the 2013-2014 Employer of the Year and a Top 10 Finalist in the 2011 Project of the Year. Additionally, the team was named the Airport Consultant of the Year in 2007 by the Michigan DOT's Aeronautics Division.
He has operated in every capacity from a field representative to Project Manager on multi-discipline projects with responsibility for engineering, environmental, right of way and procurement. Tim's project experience includes electric facilities of 12.5kV to 500kV; airport, road and municipal projects of 1 to 1,226 parcels; pipelines from 2-36”; and wind leases. From pre-project planning, need assessments and cost estimating to routing, supporting federal filings, environmental, cultural and civil survey planning and coordination, through the acquisition, relocation, permitting, site clearing/demolition, construction support, and damage settlement Tim's experience span the full life a project.
Tim's education includes a B.S. in Marketing and Business from Hillsdale College and he is pursuing his MBA at Eastern Michigan University. He has earned senior status, SR/WA, and certifications in negotiation (R/W-NAC) and relocation (R/W-RAC) with the IRWA. Tim is also a licensed real estate broker in Michigan. He has been a presenter for IRWA Chapter 7 (Michigan), Michigan Association of Airport Executive (MAAE) and the Metro NJ Chapter of the Appraisal Institute events and contributed to a RE Magazine article on vegetation management.
